LOUISVILLE — Mere miles from where U.S. Senate Majority Leader Mitch McConnell was being hounded by protestors Kentucky’s junior U.S. Sen. Rand Paul strolled into a meeting without small business leaders to discuss repeal and replacement of the Affordable Care Act.
