Common Ground: Incarceration Rates

Incarceration rates in Kentucky are hitting an all-time high. Jails in the commonwealth are filled with low-level non-violent offenders, mostly due to drug addiction, officials say. Currently, Kentucky has the second highest female per-capita incarceration rates in the country, and more than 33,000 children have parents in jail.
