23rd Senate Dist. candidate Will Terwort calls for cuts across state government -- except education

Will Terwort, one of three Republican candidates running for the 23rd state Senate’s GOP nomination, said he considered the governor’s budget proposal “reasonable” for cutting 8.4 percent from most agencies but sparing K-12 education from the budget knife.
“I think the governor’s budget is reasonable,” Terwort said (1:00 of the video). “I would like to see the General Assembly spend more time streamlining state government, making it more efficient. And looking at where we can eliminate some redundancies.”
Terwort said he would want to start with eliminating the state treasurer’s office and moving those functions to the state Finance and Administration Cabinet — a move that would require a constitutional amendment.
Terwort, a Fort Mitchell councilman, said education “needs to be exempted from cuts” but that other agencies, including Medicaid and the corrections department, should bear some of the brunt of lower funding.
“I don’t think anything should be exempted completely,” he said (3:40). Although, after a follow-up question, he clarified that public education is OK to exempt.
On the issue of taxes, Terwort said he wants to see the sales tax expanded to services in exchange for eliminating the corporate income tax (4:45).
And Terwort said he would be resistent to plans to add a new tax bracket for the wealthiest Kentuckians. Currently people making between $11,000 and $75,000 pay 5.8 percent in state income tax and those making more than $75,000 pay a 6 percent sales tax. (5:40)
Terwort also answers questions about expanded gambling and whether revenue from such gambling should go to specific programs. (6:30)
